POSITION SUMMARY

The Senior Financial Analyst will provide expert-level financial management, analysis, and strategic support to the DHS Science and Technology (S&T) Directorate’s Finance and Budget Division (FBD). This role requires a highly experienced professional with over 10 years of federal financial management experience and a Master’s degree. The analyst will oversee budget execution, program performance tracking, financial reporting, and compliance efforts in alignment with federal regulations and agency objectives.

ESSENTIAL FUNCTIONS

  • Lead the development, execution, and monitoring of multi-year budgets for key S&T programs and initiatives.
  • Analyze trends, forecasts, and performance data to provide actionable insights and recommendations to senior leadership.
  • Develop and refine financial models and reporting tools to support strategic decision-making.
  • Oversee the full lifecycle of budget execution including formulation, apportionment, obligation tracking, and closeout.
  • Reconcile funding data across systems (e.g., (Federal Financial Management System (FFMS), WebView, S&T Analytical Tracking System (STATS)) and ensure accuracy in all financial transactions and reports.
  • Identify and address anomalies, discrepancies, and funding imbalances across programs and accounts.
  • Prepare and present complex internal and external financial reports, ensuring compliance with Office of Management and Budget (OMB) Circular A-11, DHS policies, and federal accounting standards.
  • Support audit readiness and internal control reviews, including documentation for OMB Circular A-123 assessments and other audit requests.
  • Maintain and update financial standard operating procedures (SOPs) and assist in implementing best practices across the division.
  • Serve as a key financial advisor to branch chiefs and program managers on budgeting, funding strategies, and resource allocation.
  • Guide junior analysts and staff in financial processes, mentoring them in technical and professional development.
  • Collaborate with other branches (e.g., Internal Controls, Travel, Bankcard) to align financial data and ensure consistency across the organization.
  • Support integration and improvement of financial management systems and tools.
  • Lead or contribute to cross-functional initiatives focused on financial data quality, reporting automation, and business process improvement.

JOB QUALIFICATIONS

  • Master’s degree in Finance, Accounting, Business Administration, Public Administration, or a related field.
  • Minimum of 10 years of experience in financial analysis, budgeting, and federal financial management.
  • Must be eligible for and obtain a DHS Public Trust clearance.
  • In-depth knowledge of federal appropriations law, OMB guidance, and DHS financial systems and policies.
  • Advanced proficiency with Excel and experience using federal financial systems (e.g., FFMS, STATS, WebView).
  • Excellent analytical, communication, and presentation skills.
  • Ability to manage multiple complex projects, provide senior-level advisory support, and deliver under pressure.

PREFERRED

  • Experience supporting senior executives in a federal agency or DHS component.
  • Working knowledge of DHS systems, policies, and procedures.
  • Familiarity with reimbursable agreements, IPACs, and capital asset accounting.
