GENERAL DESCRIPTION: Performs highly complex (senior-level) administrative, consultative, and technical work to support the Information Technology Division (ITD) in achieving its workforce planning and operational goals. This position plays a key role in optimizing workforce services, ensuring effective staff allocation, and driving operational efficiency within the IT Business Operations unit. Responsibilities include planning, coordinating, and overseeing workforce services processes, providing expert guidance to division leadership, and ensuring compliance with relevant policies and procedures. The role requires a proactive approach to problem-solving, continuous process improvement, and collaboration with key stakeholders across DPS to support the agency’s mission. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
ESSENTIAL DUTIES / RESPONSIBILITIES:
- Leads the development, implementation, and continuous improvement of workforce services policies, procedures, and strategies to support ITD's operational goals.
- Oversees staff that acts as a liaison and/or acts as a liaison with agencies and other agency departments, including Human Resources, Finance, Position Control and Training Operations Division.
- Analyzes workforce trends and collaborates with HR and other internal partners to optimize staffing structures and address future talent needs.
- Develops divisional administrative program policies, procedures, goals, and objectives related to human resources, salary and merit policies and analyses.
- Coordinates with division leadership to assess workforce needs, manage FTE allocations, and ensure timely updates of position data and reporting requirements.
- Designs and delivers training sessions on workforce services processes, ensuring staff are well-versed in policy changes and best practices.
- Oversees the development and compliance of internal program processes and policy in the Workforce Services section of the division and other program sections.
- Oversees the development and submission of performance reports, workforce studies, and specialized analyses to support executive decision-making.
- Analyzes and evaluates agency, state, and federal policy and requirements related to human capital management, and provide input to divisional leadership on impact of projected changes.
- Oversees and conducts special project and research assignments, both routine and special to generate and route reports, lists or other requested information.
- Performs budget analysis related to salary changes to determine their effect on the division's resources.
- May represent the business function or division at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees.
- Attends work regularly and observes approved work hours in accordance with agency leave and attendance policies.
- Performs other duties as assigned.
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education – Graduation from a standard senior-high school or equivalent is required. Graduation from an accredited four-year college or university with a Bachelor’s degree in Business Administration or a related field is preferred.
Experience – Minimum of four (4) years’ experience in office management, business administrative review and process work, with a minimum of two (2) years' experience directly supervising staff is required.
Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.
Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence.
Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Must have knowledge of applicable Human Resources laws, statutes, and policies. Must have knowledge of basic accounting principles and practices.
Supervisory/Managerial/Leadership skills – Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.
Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS’ core values: Integrity, Excellence, Accountability, and Teamwork.
Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.
Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.
Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.
Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
Technology – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.
Travel and/or Schedule – Availability for after-hour and weekend work is required.

State of Texas Benefits and Retirement Information:
A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.
A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
