Charters State Government Affairs team is tasked with achieving the companys franchising, legislative and regulatory goals on a state and local level. They are seeking a bright, determined, and committed Director of Government Affairs to join the team to assist in driving Charters policy priorities.

As the Director of Government Affairs , reporting to the VP of Government Affairs, your role will involve developing and implementing strategic government affairs strategies in Upstate New York. This includes representing the company before state and local governments and administrative agencies, managing franchising and procurement, and overseeing community affairs. Additionally, you will strategically plan and execute various activities and events to drive the company's overall objectives.

  • Contributing to and supporting Charter's government affairs and public policy strategies and tactics in Upstate New York.
  • Developing, building, and expanding relationships with public officials and other influential policy makers at the federal, state, and local level.
  • Working collaboratively with supervisors, peers, and outside consultants to develop and grow grassroots and third-party support for the benefit of the company and its interests.
  • Developing budgets and effectively planning and executing initiatives to grow the company's image within the managed communities.
  • Assisting in the development and management of the company's political contribution strategies, where permitted under applicable law.
  • Representing the company before external constituencies, including elected officials and other state and local government agencies, commissions, and authorities, and organizing and representing the company at community events and other external functions.
  • Drafting, analyzing, and/or presenting legislation, franchise/contract language, amendments, and testimony as necessary and performing legislative and regulatory advocacy.
  • Managing outside counsel, consultants, or lobbyists as necessary. Managing interactions with local governments on permitting, right-of-way, and other local concerns.
  • Reviewing, interpreting, and communicating terms and conditions of franchises, franchise-related agreements, and other contracts for implementation to ensure compliance with legal and regulatory obligations.
  • Responding to and monitoring the resolution of escalated complaints from local, state, or federal government authorities.
  • Managing franchise renewal and franchise transfer efforts for assigned franchises consistent with the strategies and policies for the company.
  • Preparing franchise renewal applications and supporting data for renewal negotiations, developing renewal strategy, and participating in franchise renewal negotiations with municipalities.
  • Assisting in identifying government-related business opportunities and facilitating discussions with businesses, helping them develop responses for government procurement.
  • Developing approaches to support the company's business objectives and managing outreach and interactions with government constituencies related to our business and services.
  • Performing other duties/responsibilities as assigned.

The State Government Affairs team is responsible for educating local and state officials about Charters policy positions and advocating for laws, regulations and ordinances that advance the companys business priorities. As a member of the state team, you will work closely with internal and external stakeholders to ensure Charters interests and the interests of Charters customers are well represented in state and local policies.

Required Qualifications

  • Ability to read, write, speak and understand English
  • Bachelors Degree or Equivalent
  • Advocacy, lobbying and negotiation skills
  • Political/government relations background
  • Understanding of state and local government
  • Generally 8-10 years related experience in the cable industry, government, public policy or legislative arenas
  • Communicate orally and in writing in a clear and straightforward manner
  • Handle multiple projects and tasks
  • Analyze and interpret legislation, regulation, contracts, franchises and legal documents
  • Use personal computer and software applications (i.e. word processing, spreadsheet, presentations, etc.)
  • Work independently, but also to collaborate effectively with colleagues, peers and other internal and external constituencies
  • Exercise of independent judgment and discretion in matters of significance and operate with integrity and within company values; maintain high standards for ethical practice

Preferred Qualifications

  • Having knowledge of cable, telecommunications and broadband products, services and regulation preferred

The base pay for this position generally is between $89,800.00 and $159,400.00 . The actual compensation offered will carefully consider a wide range of factors, including your skills, qualifications, experience, and location. We comply with local wage minimums and also, certain positions are eligible for additional forms of other incentive-based compensation such as bonuses.
